Mr. Hill has ten years experience in the addiction counseling / law enforcement field, and over thirty years in addiction treatment. He and his team have become sought after experts by insurers like BlueShield to assist them in the development of their ambulatory detoxification protocol. His treatment program is the recipient of the United States Behavioral Health’s OPTUM AWARD for excellence.
Mr. Hill has provided evaluations to the Riverside and Hemet court system for over twenty years. He has provided consultation and expert witness testimony in criminal and civil cases.
Since 1987, Charles has directed his own full service adult and adolescent outpatient treatment program, Hill Recovery. Previously he directed residential and hospital based inpatient programs in New Mexico and Colorado.

Debbie Hill earned her nursing degree from Loma Linda University in 1975. She specialized in psychiatric nursing and worked in psychiatric and substance abuse programs, offering medical detox to those suffering from withdrawal. She married Rocky Hill in 1983 and they were privileged to bring recovery to the Zuni people in New Mexico. Deb worked as the School Nurse and Rocky as an Addiction Counselor. They returned to California after the birth of their daughter, Erin. Rock and Deb brought their passion and skills to develop one of the first private sector state licensed programs in Southern California. Deb’s strengths were in the development of the program’s policies and procedures as well as the development of an Ambulatory Detox Program.

Dr. Horner is a San Diego native. He served a two-year mission for his church where he became fluent in Spanish, which he uses in his clinic on a daily basis. He is a proud member of the American Medical Association, American Academy of Family Physicians, American Medical Society for Sports Medicine, Riverside County Medical Association, and the California Medical Association. Dr Horner is an Assistant Clinical Professor of Family Medicine at UC Riverside.
Dr. Horner earned his undergraduate degree in Molecular and Cellular Biology and his PhD in Medical Pharmacology, doing frontline molecular research in the fields of cardiac remodeling, pain modulation and cancer treatment, both from the University of Arizona. He did all this while being treated for cancer that very nearly took his life. Dr. Horner was recruited by Temecula Valley Hospital, to work with Dr. Jerry Hizon in Temecula, where he now serves on the advisory council for the Temecula City Cancer Task Force.
